Social issue is a problem that affects many people within a society. It is a group of common problems in present-day society that many people strive to solve. It is often the consequence of factors extending beyond an individual's control. Social issues are the source of conflicting opinions on the grounds of what is perceived as morally correct or incorrect personal life or interpersonal social life decisions. Social issues are distinguished from economic issues; however, some issues (such as immigration) have both social and economic aspects. Some issues do not fall into either category, such as warfare.
Exemplary for social issues was the so-called social question in the beginning of the industrial revolution. Growing poverty on one and growing population and materialistic wealth on the other hand caused tension between very rich and poorest people inside society.[1]
There can be disagreements about what social issues are worth solving, or which should take precedence. Different individuals and different societies have different perceptions. In Rights of Man and Common Sense, Thomas Paine addresses the individual's duty to "allow the same rights to others as we allow ourselves." The failure to do so causes the creation of a social issue.
There are a variety of methods people use to combat social issues. Some people vote for leaders in a democracy to advance their ideals. Outside the political process, people donate or share their time, money, energy, or other resources. This often takes the form of volunteering. Nonprofit organizations are often formed for the sole purpose of solving a social issue. Community organizing involves gathering people together for a common purpose.
A distinct but related meaning of the term "social issue" (used particularly in the United States) refers to topics of national political interest, over which the public is deeply divided and which are the subject of intense partisan advocacy, debate, and voting. In this case "social issue" does not necessarily refer to an ill to be solved, but rather a topic to be discussed.

All societies have problems that require urgent solutions. The terms "social issues" and "social problems" are often used interchangeably. But what is a social issues definition? Why are they a problem? And what causes social issues in the first place?
Social issues are behaviors or conditions that negatively impact members of society and therefore demand a solution. That is, these social problems not only impact individuals but also create disruption or hardship for large numbers of people.
Four characteristics help us define whether or not a problem is a social issue:
•The problem has negative consequences for large portions of the population.
•Most people in the population recognize this issue as a significant problem that needs to be addressed.
•The problem goes against what the majority of citizens consider the values or principles of that society.
•The issue can be solved through social action, resources, or regulation.
•Most societies have multiple problems. But if the issue doesn't meet all four characteristics noted above, it's not considered a social issue.

Each generation focuses on different social issues. What was important to Americans 100 years ago isn't necessarily relevant in today's society. Now, young people consider the following social issues to be among the most pressing.

Refugees are people from other countries who live in extreme hardship or inhumane conditions. Some refugees seek asylum in America, meaning they enter the U.S. in search of assistance and safety. The U.S. gives asylum to refugees from many countries. Most recently, refugees from Afghanistan entered cities across the U.S., escaping violence that began after American troops left their country. The U.S. also accepted thousands of refugees from Syria, a country experiencing continued unrest.
Many Americans see refugees as a social issue. There are relatively few refugees compared to the total U.S. population, but this issue impacts our entire society. Refugees need housing, public assistance, education, and other resources, which all cause an economic and social strain on our economy. Some people believe the U.S. should welcome refugees and help them meet their basic human needs. Others believe America cannot financially afford to take in refugees.
Immigration is another social problem that has many Americans divided. Whereas refugees are fleeing dangerous or unlivable countries, immigrants often come to the U.S. for financial gain, new opportunities, or other personal reasons. Immigrants come to America in hopes of eventually becoming American citizens. Immigration has many positive outcomes for Americans, but it also strains the already overcrowded schools, workplaces, and housing facilities.

Four factors have been outlined that seem to characterize a social issue or problem. These include:
- The public must recognize the situation as a problem.
- The situation is against the general values accepted by the society.
- A large segment of the population recognizes the problem as a valid concern.
- The problem can be rectified or alleviated through the joint action of citizens and/or community resources.
To name every social issue is beyond the scope of this lesson, but we will look at a few examples of social issues that are recognized in the United States today.
Common Social Issues
There are a vast number of important identified social issues in the United States today. Let's look at five of these and why they are problematic.
First, we have terrorism. Terrorism is generally defined by the Federal Bureau of Investigation as illegal dangerous acts to human life that are meant to intimidate or coerce through mass destruction, assassination, or kidnapping. Terrorism can be both domestic or international. It has become a social issue because of its increased domestic prevalence within the United States. These terrorist acts have changed the general quality and way of life, and the majority of citizens believe that solidarity can minimize the occurrence of such incidents.
Next we have poverty. Poverty, or individuals lacking the finances to adequately provide for their self or family, in the United States is a social issue that has tremendous impacts. The 2014 census reported that more than 45 million people in the United States today live in poverty. This is an 11% increase over poverty numbers recorded in 2010. With unemployment rates having grown during the pandemic years and the effects of inflation, more people are living at the poverty level. Poverty, therefore, is a social issue as it affects all Americans as the public welfare system must absorb the increase of those living in poverty.
When people actively seek solutions to social issues, social problems become a social cause. That is, groups of people focus intently on solutions, often educating others about the issue, speaking with elected officials, seeking legal action, and taking other measures to move a solution forward.
Let's take the abortion issue, for instance. There are passionate and vocal people on both sides of this debate. Therefore, both sides have turned the issue into a social cause, working to achieve their desired outcomes.
